Projects Under Construction

Engineer’s Report

Generators for Water Plant No. 1 and Water Well No. 5

Project includes installing natural gas generators for the water plant located on Pitts Road and the remote water well located near Austin Elementary. Board approved Change Order No. 3 which reduced the contract by $3,000.

Sanitary Sewer Rehabilitation

Project consists of rehabilitation of existing sanitary sewer lines within the District. Contract was previously awarded to King Solutions Services, LLC. Board approved Change Order No. 2 which reduced the contract by $252,775 to a final contract amount of $343,547. Additionally, the Board approved Pay Request No. 4 & Final in the amount of $34,354.70 and accepted the project as complete.

Access Road at North Pump Station

Project includes improvements of access road to serve the North Pump Station. ICS has completed work on the project. Project will be closed out next month.

Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes update of the control panel and related electrical system at the wastewater treatment plant (WWTP) as well as replacement of the existing generator. Pre-Construction meeting with City of Richmond was held on September 9, 2023. Notice to Proceed will be issued on October 2, 2023. Generator submittal has been approved and is on order. Contractor waiting on delivery schedule.

Rehabilitation of Chemical Feed System at Surface Water Plant

Project includes modifications and rehabilitation of the chemical feed system at the surface water plant (SWTP) to increase efficiency and due to components reaching design life. Notice to proceed was issued on August 24, 2023. Odyssey is reviewing submittals from contractor.

South Pump Station Generator

Project includes replacement of existing diesel generator at the South Pump Station. Pre-Construction meeting with City of Richmond was held on September 9, 2023. Notice to Proceed will be issued on October 2, 2023. Generator submittal has been approved and is on order. Contractor waiting on delivery schedule.

Old South Drive Culvert and Road Repairs

Project includes removing and replacing a portion of Old South Drive over the culvert connection of Bullhead Bayou. Project will also include grout filling and stabilization of any erosion discovered during road repair. Contracts were executed by Board. Pre-construction meeting with City of Richmond will be scheduled.

HVAC Rehabilitation at SWTP

Project includes rehabilitation of HVAC system at SWTP Building. Odyssey presented received bids. The low bidder was Fresh Air with a bid of $59,500. Odyssey is reviewing qualifications. Board authorized Award of Contract subject to Engineer’s Final Recommendation.

Projects Under Design

Facility Arc Flash Study – Phase 1

Project includes analysis of District facilities with control panels to ensure compliance with current electrical standards. Phase 1 includes surface water treatment plant and water plant nos. 1, 2 & 3. Study is complete and facility signage and notifications will be posted in October.

Internal Drainage and Ponding Study

Project includes detailed flooding analysis incorporating Fort Bend County increase rainfall intensities as well as determining the primary location of ponding inside the levee. Analysis has been completed and preliminary results shared with the Board. Board authorized Engineer to meet with Drainage Committee to determine next steps.

South Pump Station Headwall Modification and Redundant Closure Devices

Project includes modification of headwall structure for the South Stormwater pump station to allow for the design and installation of back up closure devices. Construction to be funded by a future bond issue. Plans have been submitted for agency review. Revised construction estimate for project is $750,000, which is significantly lower than previous estimate.

North Pump Station Redundant Closure Devices

Project includes design and installation of back up closure devices at the North Pump Station.

Plans have been submitted for agency review. Revised construction estimate for project is $300,000, which is significantly lower than previous estimate.

Storm Sewer Outfall Rehabilitation

Project includes repair and/or replacement of many storm sewer outfalls throughout the District based on inspections. Construction plans have received agency reviews and Odyssey is finalizing plans for approval. Board authorized Odyssey to advertise for bids to be presented at the November Board meeting.

Land Grant Court Ponding

Engineer reported that topographic survey has been completed and Engineer is reviewing information for potential improvements or recommendations.

FEMA

Engineer reported District received $123,199.85 from FEMA/TDEM for reimbursement of improvements to outfall of Main Channel into Jones Creek as part of Hurricane Harvey improvements.  This is the final project to be reimbursed with Federal Funds from Hurricane Harvey.

FM 359 Sluice Gate Actuators

Engineer presented bids for $7000 to install actuators on the FM 359 sluice gates to be operated by the mobile generator.  Board tabled award pending questions to the Engineer for consideration at the October 2023 meeting.

La Vista Cottages Development Agreement

Board approved development agreement for the future development called La Vista Cottages located on Farmer Road, north of Oyster Creek.

GRP Request

Consideration for request to join District’s Groundwater Reduction Program (GRP) was made by developer of proposed future development.  Proposed development would include approximately 500 ESFCs and is not looking for actual water or wastewater capacity.  After discussion, Board authorized Engineer and Attorney to obtain more information to discuss at the October 2023 Board meeting.
