Engineering Updates – September 1, 2019

Motor Control Center (MCC) Update for Water Plant No. 2

District is updating the electrical controls for water plant no. 2 (located adjacent to the elevated storage tank on Mason Road). The existing control center has reached the anticipated design life and the technology is outdated. The District is updating the control center to current regulations utilizing technology that will seamlessly interface with the other District facilities.

Project is currently advertising for bidding and construction is expected to commence in early Fall 2019.

Bent Creek Court Drainage Improvements Completed

The District will install a flap gate on the storm sewer outfall pipe that drains Bent Creek Court into the Main Channel located south of the cul-de-sac. When water in the main channel gets high, this flap gate will prevent water from backing up into Bent Creek Court.

Construction has been completed.

Improvements to Raw Water Tanks at Surface Water Treatment Plant

The District will install a floating mixer in each of the raw water storage tanks at the Surface Water Treatment Plant located off of Skinner Road. The mixers will create constant movement in the raw water to limit sediment from settling to the bottom of the tank. In addition, stairs and walkways will be installed as part of this project to improve operator access to the tanks.

Notice to proceed has been issued and materials have been ordered by Contractor. Due to material delivery schedule, construction at Surface Water Treatment Plant is expected to commence in January 2020.

Lift Station No. 4 Rehabilitation

The district is in the process of rehabilitating and updating the electrical controls at Lift Station No. 4. This lift station is located on Old South Drive and was constructed in 1992. The pumps, concrete wetwell, valves, electrical components and other appurtenances have reached the design life.

Project is complete and lift station has been put into service.

Levee Drainage Improvements Adjacent to Harvest Green

The District is working with the developer of Harvest Green to improve the drainage of the outside toe of the levee within the Harvest Green development. Drainage and grading improvements include grading improvements to ensure that the Harvest Green community drains away from the levee as well as new and clearly defined drainage swales to drain any rain that falls on the levee away from the toe.

Phase one of the project has been completed with Phase Two expected to commence construction in October 2019.

Main Channel Rehabilitation

The District is rehabilitating the south bank of Main Channel at its confluence with Jones Creek. During Harvey a portion of this bank eroded causing cavities behind some of the existing slope paving. Repairs will include rebuilding the slope, installation of an erosion control mat, and grout filing behind the void under the existing slope paving. The District has obtained approval from FEMA for this project.

Bids for construction were opened and the contract was awarded to Aranda Industries, LLC. Construction expected to commence in 4th quarter 2019.

Jones Creek Slope Rehabilitation

The District has begun the engineering for the Jones Creek Slope Rehabilitation project, which consists of installation of gabion basket system along the west side of Pecan Lakes, adjacent to Jones Creek.

District has an executed contract with the National Resources Conservation Service (NRCS), which is a division of the United States Department of Agricultural. This contract provides a federal grant to assist in the cost of the design and construction of this project.

District has awarded the contract to Texas Wall & Landscape. The Contractor has obtained an easement for material storage and access on property located north of the Pecan Lake subdivision and has started preparing the yard and access driveway. Construction will begin in October 2019. District will publish more details about the project shortly.

Culvert Rehabilitation at Mayweather

The District is rehabilitating the existing culverts on the west side of Mayweather, where they discharge into Main Channel, in addition to minor slope paving repairs.

Construction is expected to start construction in October 2019.

Drainage Improvements to serve Victoria Garden Drive

The District is replacing undersized storm sewer from intersection of Victoria Garden Drive and Old South Drive to outfall into Bullhead Slough.

Construction expected to commence in 4th quarter 2019.


Projects Under Design

Mason Road Levee Improvements

The District is working on raising the levee along Mason Road from the intersection of FM 359, north along Mason Road, then east along Oyster Creek to Farmers Road. Plans include adding up to an additional one (1) foot of height to the levee between Pecan Grove Plantation Country Club and Farmer Road where it crosses Oyster Creek. Project will include adjustments to the existing parking lot at Belin Park which will include new paving in portions of the parking lot.

Current schedule is for construction to commence in early 2020.

North Pump Station Improvements

The District is improving the access to the north pump station by adjusting the headwall, grading and relocation of existing powerlines. Project also includes automation of the pumps based on level of water in Bullhead Slough.

Project is currently under design and construction is currently planned for mid-2020.

South Pump Station Automation

The District is updating the electrical system to allow for the pumps at the south pump station to automatically turn on or off based on the water level in the main channel.

Design is being completed and project expected to begin advertising to receive construction bids in October 2019 with construction expected to commence in early 2020.

Electrical Improvements and Generator at Water Plant No. 2

The District is updating the electrical system including installation of a new generator at water plant no. 2 (located near the elevated storage tank).

Design is underway and expected to be completed by the end 2019 with construction anticipated in early 2020.

Improvements at Water Plant No. 3

The District is modifying the pumps and piping system at water plant no. 3 (located at the end of Willow Bend Dr.).

Design is underway and expected to be completed in 4th Quarter 2019 with construction anticipated in early 2020.

South Pump Station Access Road Improvements

The District is improving the access road to the south pump station to install a concrete driveway.

Design is underway and expected to be completed in 4th Quarter 2019 with construction anticipated in early 2020.
