Engineering Updates – November 28, 2023

Rehabilitation of Chemical Feed System at Surface Water Plant

Project includes modifications and rehabilitation of the chemical feed system at the surface water plant to increase efficiency and due to components reaching design life. Notice to proceed was issued on August 24, 2023. Odyssey is reviewing submittals from contractor.  Construction expected to commence in 1st quarter of 2024.

Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. Notice to Proceed was issued on October 2, 2023.  Generator submittal has been approved and is on order.  Contractor has mobilized to begin site work.  Board approved Pay Request No. 1 in the amount of $22,500.00.

South Pump Station Generator

Project includes replacement of existing diesel generator at the South Pump Station. Notice to Proceed was issued on October 2, 2023.  Generator submittal has been approved and is on order.  Contractor waiting on delivery schedule.  Board approved Pay Request No. 1 in the amount of $39,870.00.

HVAC Rehabilitation at SWTP

Project includes rehabilitation of HVAC system at Surface Water Treatment Plant Building. Notice to Proceed was issued on November 14, 2023.

Old South Drive Culvert and Road Repairs

Project included removing and replacing a portion of Old South Drive over the culvert connection of Bullhead Bayou.  Project included grout filling and stabilization of any erosion discovered during road repair. Project is substantially complete and road was reopened the week of Thanksgiving.  Board approved payment to Uretek for $35,000 for regrouting of existing box culverts and approved Pay Request No. 1 to Contractor in the amount of $69,737.40.

FM 359 Sluice Actuators

Project includes installing the necessary components to allow the Operators to operate the three (3) sluice gates on F.M. 359 using mechanical and electrical means, rather than manually cranking the sluice gates. Engineer presented additional information regarding the costs of single phase components which indicated that 3-Phase electrical components was most advantageous to the District. Board concurred in award and approved contract with EFS for $7,000 to install actuators.

Projects Under Design

Storm Sewer Outfall Rehabilitation

Project includes repair and/or replacement of many storm sewer outfalls throughout the District based on inspections. Bids were presented to the Board.  The two lowest bidders was Texas Pride Utilities, LLC with a bid of $308,700 and CDC Unlimited with a bid of $509,045.  Based on recommendations, familiarity with the District and understanding of the project, Odyssey recommended award of CDC Unlimited.  Board awarded contract to CDC Unlimited.

South Pump Station Headwall Modification and Redundant Closure Devices

Project includes modification of headwall structure for the South Stormwater pump station to allow for the design and installation of back up closure devices. Design Paid for out of Bond Issue No. 18 and construction to be funded by a future bond issue. Plans have been submitted for agency review.  Revised construction estimate for project is $750,000, which is significantly lower than previous estimate.

North Pump Station Redundant Closure Devices

Project includes design and installation of back up closure devices at the North Pump Station. Design Paid for out of Bond Issue No. 18 and construction to be funded by a future bond issue. Plans have been submitted for agency review.  Revised construction estimate for project is $300,000, which is significantly lower than previous estimate.

Elevated Storage Tank and Surface Water Plant Recoating

Project includes recoating of elevated storage tank and components of the surface water treatment plant.  Recoating of the elevated storage tank will include the Pecan Grove graphic on both the north and south facing sides. Project is currently advertising for bids to present at the December 2023 meeting.

Programming Updates for the Surface Water Treatment Plant

Project includes upgrading the automation and computer components of the plant, including all necessary programming. Engineer reported that project is under design and expects to begin advertisement for bids in 1st Quarter 2024.

SCADA Improvements for Pecan Lakes Pump Station

Project includes upgrading the communication equipment at the Pecan Lakes Storm Water Pump Station such that it can be remotely monitored and operated from the Surface Water Plant control room. Engineer reported that project design is complete and Board authorized Engineer to solicit bids for presentation at the January 2024 Board meeting.

Levee Repairs at 1603 Savannah

Project includes removing a large tree which is dying located at the toe of the existing levee, backfilling and repairing the levee, as necessary, and installation of swing gates to facilitate maintenance. Engineer will present bids at the December 2023 meeting.

Belt Press Upgrades at Surface Water Treatment Plant

Project includes upgrading the belt press at the surface water treatment plant to allow for consistent operation and reduce the overall run time of the process. Engineer reported that project is under design and expects to begin advertisement for bids in 2nd Quarter 2024.

Arc Flash Study – Phase Two

Project includes studying electrical control panels for District facilities to ensure compliance with updated regulations. Contractor is working to obtain information from Centerpoint Energy.

Additional Engineering Items

Waterline Rehabilitation

Board authorized Engineer to begin design services on Waterline Rehabilitation – Phase Two.  Engineer presented three areas of concern to address.  Board approved Phase Two to consist of the remainder of Plantation, Section One as the base project with an additional area consisting of Mayweather Lane between Plantation Drive and Morton League Road.

Brandt Road Relocation

Fort Bend County contractor for Brandt Road has encountered a conflict with existing Distrct facilities.  After discussion, and upon recommendation from Engineer and Operator, Board agreed to allow Fort Bend County’s contractor to relocate the District utilities subject to Engineer and Operator oversight and coordination.

Fort Bend County Flood Monitoring Cameras

Fort Bend County has requested an easement for installation of flood monitoring cameras at the intersection of Pitts Road and Main Channel.  After discussion, District approved granting easement and instructed Engineer and Attorney to coordinate with Fort Bend County.

Land Grant Court

After discussions with Commissioner Morales’ office, FBC Road and Bridge plans to address the sinking of Land Grant Court starting in 1st quarter of 2024; however, they also asked about other roads that were of concern to the community.  The district engineer told the Commissioner that he would coordinate a list of “concerns” and pass it along to the Commissioner and Road and Bridge.

District Levee Inspection

Inspection of District levee facilities revealed several encroachments into the District’s levee and property.  Below are a few example pictures; however, there are several other locations.

After discussion, Board authorized Operator to notify residents and remove encroachments as they are discovered.
