Engineer’s Report

Projects Under Construction

Generators for Water Plant No. 1 and Water Well No. 5

Project includes installing natural gas generators for the water plant located on Pitts Road and the remote water well located near Austin Elementary. Engineer reported that Centerpoint has installed the gas meter at Water Well No. 5. Final start up tests for each facility will be held in July.

Levee Property Acquisition

Engineer reported the Notice to Proceed was issued to Contractor, Greenscape & Associates, on November 14, 2022. Engineer presented Pay Request No. 2 & Final in the amount of $6,876.27 and submitted the Certificate of Completion to the District.

Sanitary Sewer Rehabilitation

Project consists of rehabilitation of existing sanitary sewer lines within the District. Contract was previously awarded to King Solutions Services, LLC. Field work on the project is complete.

Close out pending submittal of final paperwork from Contractor.

Northwest Pecan Grove Park Ramp

Project includes construction of a ramp and trail to facilitate access to the walking trail on top of the levee as it passes through Pecan Grove Park on Pitts Road. Field work on the project is complete. Close out pending submittal of final paperwork from Contractor.

Waterline Rehabilitation – Phase 1

Project includes design and construction replacement waterline along Morton League Road.Field work on the project is complete. Engineer presented Change Order No. 1 which reduced the contract amount by $1,625.00 and Pay Request No. 2 & Final in the amount of $538,261.50.00. Engineer also submitted the Certificate of Completion to the District.

Pecan Grove Park Perimeter Walking Trail/Sidewalk

Project includes design and construction of a walking trail around Pecan Grove park. Field work on the project is complete. Engineer presented Change Order No. 2 which increased the contract by $3,532.50 related to parking lot striping and final quantity adjustments. Engineer presented Pay Request No. 1 & Final in the amount of $75,010.00. Engineer also submitted the Certificate of Completion to the District.

Chemical Stabilization and Grouting of Pecan Lakes Flood Wall

Project includes injecting of chemical stabilization to minimize ground movement on the flood wall along Jones Creek and then repair of the grout on the wall. Contracts with Eco-Stabilizers are fully executed and Notice to Proceed issued on June 23, 2022. Contract with CFG Industries are fully executed and Notice to Proceed will be issued upon completion of Chemical Stablization.

Projects Under Design

Facility Arc Flash Study – Phase 1

Project includes analysis of District facilities with control panels to ensure compliance with current electrical standards.  Phase 1 includes surface water treatment plant and water plant nos. 1, 2 & 3. Electrical engineer spent time at the surface water plant analyzing existing District facilities.

Rehabilitation of Chemical Feed System at Surface Water Plant

Project includes modifications and rehabilitation of the chemical feed system at the surface water plant to increase efficiency and due to components reaching design life.

    • Solicit Bids and Execute Contracts – Start January 2023 (90 days)
    • Anticipated NTP – early 2nd Quarter 2023
    • Construction Complete – 3rd Quarter 2023

Bids were presented at the Board meeting.  After discussion, the Board awarded the project to W.W. Payton with a total contract of $675,000.

Storm Sewer Outfall and Levee Penetration Televising

Project includes inspection of all storm sewer outfalls and pipes that penetrate the levee to determine pipe conditions. Engineer presented preliminary estimate for necessary repairs of the outfall pipes, which is $390,000 before contingencies.  Board authorized Engineer to proceed with design services for repairs.

Access Road at North Pump Station

Project includes improvements of access road to serve the North Pump Station. Contracts are fully executed and Engineer will coordinate preconstruction meeting and Notice to Proceed.

Internal Drainage and Ponding Study

Project includes detailed flooding analysis incorporating Fort Bend County increase rainfall intensities as well as determining the primary location of ponding inside the levee. Preliminary engineering is underway.

    • Finalize Report – August 2023 (30 days)

Old South Drive Culvert and Road Repairs

Project includes removing and replacing a portion of Old South Drive over the culvert connection of Bullhead Bayou.  Project will also include grout filling and stabilization of any erosion discovered during road repair. Engineer reported that plans are in for agency approval.  Bids will be received in July 2023.

South Pump Station Generator

Project includes replacement of existing diesel generator at the South Pump Station. Bids were presented at the Board meeting.  After discussion, the Board awarded the project to McDonald Electric with a total contract of $908,369.00.

South Pump Station Headwall Modification and Redundant Closure Devices

Project includes modification of headwall structure for the South Stormwater pump station to allow for the design and installation of back up closure devices. Plans will be submitted for agency review in July.

North Pump Station Redundant Closure Devices

Project includes design and installation of back up closure devices at the North Pump Station. Plans will be submitted for agency review in July.

Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. Bids were presented at the Board meeting.  After discussion, the Board awarded the project to McDonald Electric with a total contract of $813,369.

Additional Engineering Items

  • Engineer reported that the Gulf Coast Water Authority is preparing for repairs in which the District is a partner. The District’s estimated costs of 2023/2024 improvements are $107,356 and the 2024/2025 estimated costs are $227,736.  District will discuss further at upcoming budget workshop.
  • TCEQ issued Order approving the sale of $6,600,000 in unlimited tax bonds.
  • Engineer presented the results of the analysis of the actual run times of lift station no. 9 in relation to Fort Bend Water Control and Improvement District No. 9’s request for water and wastewater service. The available capacity in the lift station is approximately 37,000 gallons per day.  Based on this allocation, the revise capital recovery fee would be approximately $1,437,538.08.
