Engineer’s Report

Projects Under Construction

Generators for Water Plant No. 1 and Water Well No. 5

Project includes installing natural gas generators for the water plant located on Pitts Road and the remote water well located near Austin Elementary. Final start up tests underway with close out expected in August.

Sanitary Sewer Rehabilitation

Project consists of rehabilitation of existing sanitary sewer lines within the District. Contract was previously awarded to King Solutions Services, LLC. Field work on the project is complete. Close out pending submittal of final paperwork from Contractor.

Northwest Pecan Grove Park Ramp

Project includes construction of a ramp and trail to facilitate access to the walking trail on top of the levee as it passes through Pecan Grove Park on Pitts Road. Board approved Pay Request No. 3 & Final in the amount of $8,254.08 and accepted the project as complete.

Access Road at North Pump Station

Project includes improvements of access road to serve the North Pump Station. Notice to Proceed for ICS Construction was issued on July 31, 2023.

Chemical Stabilization and Grouting of Pecan Lakes Flood Wall

Project includes injecting of chemical stabilization to minimize ground movement on the flood wall along Jones Creek and then repair of the grout on the wall. Board approved Pay Request No. 1 & Final to Eco-Stabilizers in the amount of $94,155.00 for the chemical stabilization of the Jones Creek Flood Wall. District accepted this project as complete. Notice to Proceed for City Wide Utilities (formerly CFG Industries) was issued on July 31, 2023 for replacement of grout on the Jones Creek Flood Wall.

Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. Contracts are fully executed between District and McDonald Electric. Contractor has provided submittals for Engineer’s review. Engineer is working to schedule pre-construction meeting with City of Richmond prior to issuing Notice to Proceed.

Rehabilitation of Chemical Feed System at Surface Water Plant

Project includes modifications and rehabilitation of the chemical feed system at the surface water plant to increase efficiency and due to components reaching design life. Contracts are with W.W. Payton for execution.

South Pump Station Generator

Project includes replacement of existing diesel generator at the South Pump Station. Contracts are fully executed between District and McDonald Electric. Contractor has provided submittals for Engineer’s review. Engineer is working to schedule pre-construction meeting with City of Richmond prior to issuing Notice to Proceed.

Projects Under Design

Facility Arc Flash Study – Phase 1

Project includes analysis of District facilities with control panels to ensure compliance with current electrical standards. Phase 1 includes surface water treatment plant and water plant nos. 1, 2 & 3. Paid for out of Operating Budget 2023. Electrical engineer is completing study at surface water plant and moving to ground water facilities. Study to be completed in September 2023.

Internal Drainage and Ponding Study

Project includes detailed flooding analysis incorporating Fort Bend County increase rainfall intensities as well as determining the primary location of ponding inside the levee. Paid for out of Operating Budget 2023. Existing conditions model is complete and calibrated. Engineer reviewing system to determine results and analyze areas for potential improvements. Report will be completed by September 2023.

Old South Drive Culvert and Road Repairs

Project includes removing and replacing a portion of Old South Drive over the culvert connection of Bullhead Bayou. Project will also include grout filling and stabilization of any erosion discovered during road repair. Engineer reported that plans are in for agency approval. Bids will be received on August 8, 2023. Engineer recommended that the District enter into separate contract with Uretek for the necessary grout pumping due to the uncertainty of required material. Board concurred with the Engineer’s recommendation, not to exceed $25,000.

South Pump Station Headwall Modification and Redundant Closure Devices

Project includes modification of headwall structure for the South Stormwater pump station to allow for the design and installation of back up closure devices. Design Paid for out of Bond Issue No. 18. Construction to be funded by a future bond issue. Plans have been submitted for agency review. Revised construction estimate for project is $750,000, which is significantly lower than previous estimate.

North Pump Station Redundant Closure Devices

Project includes design and installation of back up closure devices at the North Pump Station. Design Paid for out of Bond Issue No. 18. Construction to be funded by a future bond issue. Plans have been submitted for agency review. Revised construction estimate for project is $300,000, which is significantly lower than previous estimate.

Additional Engineering Items

  • Engineer reported two reported MS4 violations:
    • 1010 Holly Hall Drive – Reports of illicit discharge into sanitary sewer and storm system. Board asked for Operator to inspect for further damage and for Operator and Engineer to compile costs to District for incursion.
    • 3534 Timothy Lane – Reports of pool drain connection to public street and indirect connection to storm sewer system. After discussion, Board referred matter to HOA to determine if construction adhered to HOA requirements.
