Engineering Updates – December 19, 2023

Rehabilitation of Chemical Feed System at Surface Water Plant

Project includes modifications and rehabilitation of the chemical feed system at the surface water plant to increase efficiency and due to components reaching design life. Notice to proceed was issued on August 24, 2023. Odyssey is reviewing submittals from contractor.  Construction expected to commence in 1st quarter o2024.

Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. Notice to Proceed was issued on October 2, 2023.  Generator submittal has been approved and is on order.  Contractor has mobilized to begin site work.

South Pump Station Generator

Project includes replacement of existing diesel generator at the South Pump Station. Notice to Proceed was issued on October 2, 2023.  Generator submittal has been approved and is on order.  Contractor waiting on delivery schedule.

HVAC Rehabilitation at SWTP

Project includes rehabilitation of HVAC system at Surface Water Treatment Plant Building. Project is complete.  Board approved Pay Request No. 1 & Final in the amount of $59,000.00 and accepted the Engineer’s Certificate of Completion.

Old South Drive Culvert and Road Repairs

Project includes removing and replacing a portion of Old South Drive over the culvert connection of Bullhead Bayou.  Project will also include grout filling and stabilization of any erosion discovered during road repair. Project is substantially complete and road was reopened the week of Thanksgiving.  Board approved Change Order No. 1 in the amount of $2,350 for mobilization costs and high strength concrete.  Board also approved Pay Request No. 2 to Contractor in the amount of $31,377.60.

FM 359 Sluice Actuators

Project includes installing the necessary components to allow the Operators to operate the sluice gates on F.M. 359 using mechanical and electrical means, rather than manually cranking the sluice gates. Contracts are with Contractor for execution.

Projects Under Design

Storm Sewer Outfall Rehabilitation

Project includes repair and/or replacement of many storm sewer outfalls throughout the District based on inspections. Contracts are in the process of getting executed.

South Pump Station Headwall Modification and Redundant Closure Devices

Project includes modification of headwall structure for the South Stormwater pump station to allow for the design and installation of back up closure devices. Design Paid for out of Bond Issue No. 18 and construction to be funded by a future bond issue. Agency comments have been received and plans expected to be resubmitted in February 2024.

North Pump Station Redundant Closure Devices

Project includes design and installation of back up closure devices at the North Pump Station. Design Paid for out of Bond Issue No. 18 and construction to be funded by a future bond issue. Agency comments have been received and plans expected to be resubmitted in February 2024.

Elevated Storage Tank and Surface Water Plant Recoating

Project includes recoating of elevated storage tank and components of the surface water treatment plant.  Recoating of the elevated storage tank will include the Pecan Grove graphic on both the north and south facing sides. Bids were received on December 15, 2023.  The low bidder was D&M Tanks, LLC with a base bid of $456,000.  Their additional bid of including the District logo on the tank was an additional $8,000.  The Board awarded the contract, including additional bid, to D&M Tanks, LLC.

Programming Updates for the Surface Water Treatment Plant

Project includes upgrading the automation and computer components of the plant, including all necessary programming. Engineer reported that project is under design and expects to begin advertisement for bids in 1st Quarter 2024.

SCADA Improvements for Pecan Lakes Pump Station

Project includes upgrading the communication equipment at the Pecan Lakes Storm Water Pump Station such that it can be remotely monitored and operated from the Surface Water Plant control room. Engineer reported that electrical engineer installed the necessary equipment for $5,000 and the project is complete.

Levee Repairs at 1603 Savannah

Project includes removing a large tree which is dying located at the toe of the existing levee, backfilling and repairing the levee, as necessary, and installation of swing gates to facilitate maintenance. Engineer is finalizing bids and will present at January 2024 meeting.

Belt Press Upgrades at Surface Water Treatment Plant

Project includes upgrading the belt press at the surface water treatment plant to allow for consistent operation and reduce the overall run time of the process. Engineer reported that project is under design and expects to begin advertisement for bids in 2nd Quarter 2024.

Arc Flash Study – Phase Two

Project includes studying electrical control panels for District facilities to ensure compliance with updated regulations. Contractor is nearing completion of the study and expects to finalize in 1st Quarter of 2024.

Waterline Rehabilitation – Phase Two

Project includes replacement of aging waterline infrastructure within Plantation, Section One with additional location of Mayweather Lane between Plantation Drive and Morton League Road. Project to be paid out of bond funds. Engineer has authorized surveyor to begin work in January 2024.

Additional Engineering Items

Brandt Road Relocation

Fort Bend County contractor has completed the relocation of the District utilities that were in conflict with proposed Brandt Road.  All testing requested by District passed.

Fort Bend County Flood Monitoring Cameras

Fort Bend County is working on the temporary construction easement document for installation of the CCTV.  Once constructed, a final access and operation easement will be prepared by the County.

Annual MS4 Report

Engineer reported that it has completed the annual MS4 report for the TCEQ.  Highlights of the past year:

  • The 2019 SWMP has been approved by TCEQ without comment.
  • All required dry weather inspections and facility inspections were completed.
  • Stormwater map was updated to include 2023 projects.
  • There were two illicit discharges that were addressed in coordination with the operator.
  • District sent out two educational notices to complete public education requirements.

Board approved the annual report and Engineer to submit to TCEQ.
