The regular monthly meeting of the Pecan Grove Municipal Utility District was held at the Pecan Grove MUD Administration/Community Building at noon on May 27, 2025. The next regular meeting is scheduled for Tuesday, June 24, 2025, in the PGMUD building at 3:00 p.m.

Parks and Facilities Report

New landscaping has been planted at Windmill. The repair of the air conditioning at the Administration/Community building was completed last month, however there is still an issue with the loudness of the air circulation system. The problems with the plumbing at the building are being addressed. New landscaping at Windmill Park has been completed.

Golf Cart Rules

The use of golf carts on the streets of Pecan Grove has requirements that we all should know:

  1. Only licensed drivers are allowed to operate a golf cart on streets.

  2. Plates are required if you are driving on streets outside the district.

  3. Drive on streets with speed limits of 35 mph or less.

  4. To operate on residential streets after dark the golf cart must have head and tail lights and mirrors plus a slow-moving vehicle symbol (reflective red triangle on rear).

The Club at Pecan Grove

Work is continuing the repairs to the golf course irrigation system. The work on the greens has started.

Work is progressing on repairs to equipment in the workout building. See Engineers report for status of the swimming pool rehabilitation and the upgrade of the tennis courts.

Remember that key-card access to the pool, workout room and tennis courts is now required. Cards can be purchased at the MUD office.

April 2025 testing showed that the drinking water and wastewater systems met the state and federal compliance standards for disinfection and there were no permit excursions for the month.

Repairs or replacement completed in May include: purchase and installation of the Skid C pump and motor at the SWTP; the raw check valve #3 at the SWTP as well as the raw water mixer; the removal of the mixing unit for the Raw Tank #1 for repair; the purchase of surge protection device for Water Plant #2; the repair of elevated storage altitude valve. The annual fire hydrant flushing and the installation of new cameras at district facilities are complete.

Items in process are: Water Plant #2 check valves#3 and #4 replacement; Lift Station #10 Lift Pump #1 replacement; elevated storage Solar Bee Mixer replacement; the purchase of trailer mounted bypass pump.

New requested actions that the board approved were: SWTP disinfection basin sample pump replacement; repair of the SWTP raw mixer #1 motor; repair of the WWTP lift pump #1.

Old water meters continue to be replaced, with 10 replaced in this month for a total of 1,731 replaced to date since January 2023.

SI Enviro is seeking 3rd party damage claims for damages caused by 3 outside contractors working for other parties.

Parks and Facilities Report

Key card readers have been installed and are necessary at the pool, fitness center, and tennis courts. The cards can be obtained at the PGMUD office. See Engineers Report for news on project plans for these areas. The missing water fountains at Pecan Grove Park have been replaced. Parts are on order to repair the air conditioning at the Administration/Community building. Trees damaged last year in Hurricane Beryl have been replaced. New landscaping at Windmill Park has been completed.

The Club at Pecan Grove

Chuck Odom reported on projects and changes at The Club at Pecan Grove. Work is continuing on the repairs to the golf course irrigation system. The work on the greens should begin in May. The golf course renovation will begin with the rebuilding of the Grove and Plantation courses this summer. Water fountains will be added to the restrooms on the golf course. There were 715 rounds of golf played in March.

Marketing to the general public has started. There will be repairs to the walls around the front lake. The club membership dues’ structure has been simplified.

In the club building, renovation of the dining area is basically complete with service downstairs now standard and brunches began on Easter Sunday. The club building will be power washed and repainted. The front doors will be refinished.

March 2025 testing showed that the drinking water and wastewater systems met the state and federal compliance standards for disinfection, and there were no permit excursions for the month.

The repairs of the SWTP raw pumps #1 and #2 plus the #1 motor, are complete along with the replacement of the #2 sludge pump. Repair of the levee sluice valve on the emergency interconnect with Harvest Green is complete. Also completed were the replacement of the Colorimetric Chlorine Analyzer at the SWTP, the fabrication and installation of shelving at the WWTP, and the repair of lift pump at Lift Station #1. At Lift Station #10, the #1 pump will be replaced. At the SWTP, we need a replacement chain for the sedimentation basin collectors, and the rental of a mobile crane will be needed to inspect the raw mixing unit.

At the SWTP, the replacement of the skid C pump and motor are now in-house and are pending installation. New surge protection for Water Plant #2 is in process, as is the replacement of the check valves #3 and #4. The repair at Lift Station #9 on the #1 motor is in process, and replacement of the Raw Check Valve #3 at the SWTP is in process.

Fire hydrant flushing was completed in April, and the painting of all 412 hydrants and the blue dots that need replacement are in process.

The repair of the altitude valve at the elevated storage tank was determined to be inadequate, so a new repair and key component replacement were authorized. Si Enviro and the contractor are working to replace the Solar Bee tank mixer at the elevated storage tank.

At the SWTP, the 10″ Raw Water Check Valve was authorized to be replaced, as was the Colorimetric Chlorine Analyzer. At the WWTP, Si Enviro was authorized to fabricate and install 22″ shelving to provide additional storage space.

The upgrade to the camera system has been completed, except for the WWTP, which is in process.

SI Enviro requested authorization to buy a 4″ diesel trailer-mounted pump set. The unit will be used to maintain the water level in Bullhead Bayou during low water situations.

On March 11, 2025, the TECQ performed a general compliance inspection at the WWTP. There were no violations noted at the time of the inspection.
