Projects Under Construction

Programming Updates for the Surface Water Treatment Plant

Project includes upgrading the automation and computer components of the plant, including all necessary programming. Contractors are complete with close-out expected in April 2025.

Belt Press Upgrades at Surface Water Treatment Plant

Project includes upgrading the belt press at the SWTP to allow for consistent operation and reduce the overall run time of the process. The Belt press is ready for delivery, but the control panel fabrication has been delayed with an expected delivery schedule for the end of April 2025. Schedule will be updated once delivery date is finalized.

Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes update of the control panel and related electrical system at the WWTP as well as replacement of the existing generator. The Contractor is coordinating gas meter installation to begin the start-up process for the new generator. The existing generator shall be removed once the new generator passes all start-up procedures. Board approved Pay Request No. 6 for $2,250.00 submitted by Contractor.

South Pump Station Generator

Project includes replacement of the existing diesel generator at the South Pump Station. Engineers have placed the Contractor on notice until the final start-up has been completed. Engineers have relayed significant concerns for the generator due to the accident. The gas meter has been installed on March 21, 2025, by CenterPoint, and the start-up of the generator was scheduled for March 25, 2025.

Elevated Storage Tank and Surface Water Plant Recoating

Project includes recoating of the elevated storage tank and components of SWTP. Recoating of the elevated storage tank to include the Pecan Grove graphic on both the north and south-facing sides is complete. The final inspection of the project occurred on January 30, 2025, with no deficiencies found. Engineer is working with the Contractor to close out the project.

Storm Sewer Outfall Rehabilitation

Project includes repair and/or replacement of many storm sewer outfalls throughout the District based on inspections. Contractor has restarted work at the outfalls for the Main Channel. Contractor is coordinating with the City of Richmond on backfill and bedding testing requirements.

Swimming Pool Rehabilitation

Project includes rehabilitation of the main pool, demolition of the small pool, and improvement to various items within the pool area. Contractor has begun demolition work of the small pool and the surrounding deck, as well as the removal of plaster for the main pool. Board has approved Pay Request No. 1 for 51,930.00 and Change Order No.1 for 3,000.00.

Projects Under Design

Waterline Rehabilitation — Phase Two

Project includes replacement of aging waterline infrastructure within Plantation, Section One, with additional location of Mayweather Lane between Plantation Drive and Morton League Road. Project to be paid out of Bond Issue No. 18 bond funds. The Board authorized the award of the project to SKE Construction. Contracts are currently with Contractor for execution.

Water Well No. 1 Plug & Abandon

Project includes abandonment and plugging of water well No. 1 at Water Plant No. 1. Engineer has issued NTP to Contractor and is waiting on the construction schedule.

WWTP Belt Press Replacement

Project includes design to update the belt press and corresponding electrical components at the WWTP. Engineer is working on final design and plan production with the following project schedule:

  • Complete Design: 2nd quarter of 2025.
  • Bid Opening: September 2025.
  • NTP: October 2025.
  • Construction Completion: March 2026.

Recoating of Hydropneumatic Tanks (HPTs) at Water Plant No. 1

Project includes recoatings for the interior and exterior of the two (2) hydropneumatic tanks at Water Plant No. 1, including minor rehabilitation and replacement of interior components that may have deteriorated. Engineer received two bids on March 21st: After reviewing the bids, the Engineer recommends award to CFG Industries based on previous satisfactory performance. Board has authorized the award to CFG Industries LLC. for $82,850.00.

Jones Creek Gabion Basket Repair

Project includes repair work to sinkholes and damaged gabion baskets along Jones Creek due to fallen trees. Board authorized award of contract to Telschow Construction. Contract is under final review and routed for Board signatures.

Admin Building HVAC Investigation

Project includes plumbing repairs and HVAC removal and replacement with Polk Mechanical Services and Mercury Control Inc. Polk Mechanical Services are coordinating the plumbing repairs with the District. Mercury Control has ordered the replacement HVAC system with delivery scheduled for the end of April.

County Club Improvements

The Board has approved the solicitation of the following projects that were proposed to the Board at the previous meeting. Engineer is coordinating with a Landscape Architect and MEP Engineer to prepare exhibits and specifications for solicitation.

  • Tennis Court Rehabilitation
    • The Board has authorized the award of the project to TWL Construction.
    • Contracts are currently getting executed by the Contractor.
    • Project schedule to be presented at the April 2025 meeting.
  • Tennis Court Lighting and Electrical Improvements
    • The Engineer received three bids on March 13, 2025.
    • Engineer and Architect recommend the award to McDonald Municipal & Industrial based on previous satisfactory performance.
    • Board authorized award to McDonald Municipal & Industrial.

Lift Station Generator Installation

Engineer is proceeding with the design of the generator installations for the following lift stations. Project to include installation of three natural gas generators and not to include any improvements to CenterPoint facilities that may be required. The proposed project schedule is as follows:

  • Complete Design Date: 2nd quarter of 2025.
  • Bid Opening: October 2025.
  • Notice to Proceed: December 2025.

Additional Engineering Items

Surface Water Treatment Plant

Aria Filtration and Pall membrane skid delivery to SWTP scheduled for June 2025.

Water Well No. 2 Improvements

C&C Services has completed the pull, inspection, and televising. Engineer reviewed the televising, which showed that the existing motor, discharge pipe, and pump are in poor condition and should be replaced to ensure satisfactory operation of Water Well No. 2. Engineer recommends that C&C Services proposal for the replacement of the items in poor condition. Board has approved the proposal to remove and replace the motor, pump, and discharge pipe for $39,000.00.

PILOT Agreement for Esteem AI Ventures for 4.4 Acres on Brandt Road

Developer has submitted construction plans and floodplain application for Mason Crossing Phase 1. Engineer has begun reviewing plans.

TPDS Small Municipal Separate Storm System (MS4) General Permit

The draft permit has been reviewed and approved. The second public notice was published on March 19, 2025.

County Club and Belin Park Televising

Engineer coordinated with SI Environmental to televise the existing sanitary sewer line and storm lines at the Club. There were major deficiencies found, such as pipe breaks and infiltrations in the sanitary line. The storm line was full of stormwater at the time of investigation, and the Engineer is coordinating with CDC to pump down the lake to schedule another televising of the storm sewer line located at the Club. There were no deficiencies found in the storm line at Belin Park. Engineer is preparing rehabilitation estimates for Board consideration.
