Engineer’s Report

Projects Under Construction

Interior Ladders for Raw Water Tanks

Project includes installing ladders inside the raw water storage tanks at the surface water treatment plant to provide additional safety for the operators of the District. The Engineer reported that the west basin ladder installation is complete and the project is expected to be finalized and closed out in March 2023.

Generators for Water Plant No. 1 and Water Well No. 5

Project includes installing natural gas generators for the water plant located on Pitts Road and the remote water well located near Austin Elementary. Engineer reported that Contractor is completing the installation of the gas service line and waiting for Centerpoint to install meters before completing the project.

Levee Property Acquisition

Engineer reported the Notice to Proceed was issued to Contractor, Greenscape & Associates, on November 14, 2022. The Engineer reported that the project is substantially complete, pending submittal of final paperwork from Contractor.

Sanitary Sewer Rehabilitation

Project consists of rehabilitation of existing sanitary sewer lines within the District. Contract was previously awarded to King Solutions Services, LLC. Project is approximately 75% complete. Engineer reported that Contractor will resume project operations the first week of March 2023.

Surface Water Plant Driveway Modifications

Due to Fort Bend County’s planned extension of Brandt Road and planned intersection modifications of Brandt Road and Skinner Lane, the District’s driveway to the surface water treatment plant must be modified to accommodate future access. The District will be reimbursed for engineering and construction costs of these modifications. Modifications include relocation of driveway, access gate and related fencing and electrical work to accommodate new entry location. Contractor has begun operations and expects to be complete in March 2023.

Northwest Pecan Grove Park Ramp

Project includes construction of a ramp and trail to facilitate access to the walking trail on top of the levee as it passes through Pecan Grove Park on Pitts Road. Notice to Proceed was issued on February 3, 2023 and the project is nearly complete. Board approved Pay Request No. 1 in the amount of $33,018.14.

Projects Under Design

Facility Arc Flash Study – Phase 1

Project includes analysis of District facilities with control panels to ensure compliance with current electrical standards. Phase 1 includes surface water treatment plant and water plant nos. 1, 2 & 3.

Paid for out of Operating Budget 2023.

Preliminary engineering is underway and information from Centerpoint has been requested to proceed with the study.

Pecan Grove Park Perimeter Walking Trail/Sidewalk

Project includes design and construction of a walking trail around Pecan Grove Park. Paid for out of Operating Budget 2023

  • Anticipated NTP –late 1st Quarter 2023

Bids were opened on February 7, 2023 with the low bid from Queen Constructors with a bid of $67,877.50. After reviewing references, qualifications and financials, Engineer recommended and the Board awarded the contract to Queen Constructors.

Waterline Rehabilitation – Phase 1

Project includes design and construction replacement waterline along Morton League Road. Paid for out of Bond Issue No. 18.

  • Construction schedule will be determined based on minimizing impact to residents during warmer months.

Engineer reported that bid were received from SKE Construction, LLC of $428,405 for the base bid services and $622,812.50 for all additional services is a good bid and the contractor is honoring their bid. Based on this information and review of references, qualifications and financials, the Engineer recommended and the Board awarded the contract to SKE Construction, LLC for all bid items for a contract totaling $622,812.50.

Rehabilitation of Chemical Feed System at Surface Water Plant

Project includes modifications and rehabilitation of the chemical feed system at the surface water plant to increase efficiency and due to components reaching design life.

Bids were received on February 23, 2023. The low bid, submitted by WW Payton for $790,000 is significantly over budget. Engineer is researching to determine reason for high bid and will make recommendation at the March 2023 meeting.

Storm Sewer Outfall and Levee Penetration Televising

Project includes inspection of all storm sewer outfalls and pipes that penetrate the levee to determine pipe conditions.

Notice to Proceed was issued on 22, 2023 and Contractor expects to complete work in March 2023.

Access Road at North Pump Station

Project includes improvements of access road to serve the North Pump Station.

Internal Drainage and Ponding Study

Project includes detailed flooding analysis incorporating Fort Bend County increase rainfall intensities as well as determining the primary location of ponding inside the levee. Paid for out of Operating Budget 2023.

Old South Drive Culvert and Road Repairs

Project includes removing and replacing a portion of Old South Drive over the culvert connection of Bullhead Bayou. Project will also include grout filling and stabilization of any erosion discovered during road repair. Paid for out of Operating Budget 2023.

South Pump Station Headwall Modification and Redundant Closure Devices

Project includes modification of headwall structure for the South Stormwater pump station to allow for the design and installation of back up closure devices. Design Paid for out of Bond Issue No. 18. Construction to be funded by a future bond issue.

Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. Paid for out of Bond Issue No. 18

Engineer reported that construction plans will be completed in March and the Board authorized Engineer to advertise bids for construction when appropriate.

Bond Issue No. 18

Project includes preparation of a bond issue application for $6,600,000. Board approved a resolution to authorize Engineer to submit bond issue application to TCEQ for approval.

Additional Engineering Items

Engineer reported that geotechnical investigation on the Jones Creek floodwall determined that season shrink/swell activity was the likely cause of the wall shifting and recommended repair method includes injecting chemical stabilizers into the soil. Engineer is preparing estimate for this work including regrouting the wall to bring to the March 2023 meeting.

Engineer reported that proposed development located at 924 FM 359 has requested capacity. The property is located outside the District boundaries but shares a boundary with Pecan Grove Park. The Board determined that it was not interested in serving the property with utility capacity.

Engineer presented an updated Levee Operation Manual, which the Board accepted.
