Engineer’s Report

Projects Under Construction

Interior Ladders for Raw Water Tanks

Project includes installing ladders inside the raw water storage tanks at the surface water treatment plant to provide additional safety for the operators of the District. Engineer reported that the west basin is drained and contractor will begin measuring for ladder manufacturing in January.

Generators for Water Plant No. 1 and Water Well No. 5

Project includes installing natural gas generators for the water plant located on Pitts Road and the remote water well located near Austin Elementary. Board approved Change Order No. 2 in the amount of $20,000.00 for the costs to the contractor for extending natural gas service to the installed generators.

Levee Property Acquisition

Engineer reported the Notice to Proceed was issued to Contractor, Greenscape & Associates, on November 14, 2022. Board approved Pay Requet No. 1 in the amount of $61,886.46.  Engineer reported that the project is substantially complete.

Sanitary Sewer Rehabilitation

Project consists of rehabilitation of existing sanitary sewer lines within the District.  Contract was previously awarded to King Solutions Services, LLC. Project is approximately 75% complete. Engineer reported that Contractor has paused construction operations due to the holiday and will restart in January 2023 on Windmill Drive, Country Mile Lane, and Fernglade Drive.

Surface Water Plant Driveway Modifications

Due to Fort Bend County’s planned extension of Brandt Road and planned intersection modifications of Brandt Road and Skinner Lane, the District’s driveway to the surface water treatment plant must be modified to accommodate future access.  The District will be reimbursed for engineering and construction costs of these modifications.  Modifications include relocation of driveway, access gate and related fencing and electrical work to accommodate new entry location. Engineer reported that Notice to Proceed was issued for December 19, 2022.

Northwest Pecan Grove Park Ramp

Project includes construction of a ramp and trail to facilitate access to the walking trail on top of the levee as it passes through Pecan Grove Park on Pitts Road.  Contracts are with contractor for execution.

Projects Under Design

Facility Arc Flash Study – Phase 1

Project includes analysis of District facilities with control panels to ensure compliance with current electrical standards.  Phase 1 includes surface water treatment plant and water plant nos. 1, 2 & 3. This will be paid for out of Operating Budget 2023. Preliminary engineering is underway.

Pecan Grove Park Perimeter Walking Trail/Sidewalk

Project includes design and construction of a walking trail around Pecan Grove park. Project will be paid for out of Operating Budget 2023. Engineer reported the construction plans are complete and Board authorized engineer to begin advertising project for construction bids.

Waterline Rehabilitation – Phase 1

Project includes design and construction replacement waterline along Morton League Road. Project will be paid for out of Bond Issue No. 18. Engineer reported that project is currently advertising for construction with bids scheduled to be opened on January 25, 2023.

Rehabilitation of Chemical Feed System at Surface Water Plant

Project includes modifications and rehabilitation of the chemical feed system at the surface water plant to increase efficiency and due to components reaching design life. Engineer reported that construction plans are nearing completion and Board authorized Engineer to advertise project for construction.

Storm Sewer Outfall and Levee Penetration Televising

Project includes inspection of all storm sewer outfalls and pipes that penetrate the levee to determine pipe conditions. Engineer reported that two bids were received with the low bidder being Pro-Pipe with a bid of $22,212.90.  This is under the budgeted cost of $50,000.  Board awarded the project to Pro-Pipe, Inc.

Access Road at North Pump Station

Project includes improvements of access road to serve the North Pump Station. Engineer reported that survey has been completed and design has commenced.  Updated schedule is reflected above.

Internal Drainage and Ponding Study

Project includes detailed flooding analysis incorporating Fort Bend County increase rainfall intensities as well as determining the primary location of ponding inside the levee. The project will be paid for out of Operating Budget 2023. Preliminary engineering is underway.

Concrete Repair at Pecan Lake Pump Station

Project includes grout filling of areas of erosion around slope paving and concrete structure for the Pecan Lakes storm water pump station. Engineer reported that Notice to Proceed will be issued on January 3, 2023. This will be paid for out of Operating Budget 2023

Old South Drive Culvert and Road Repairs

Project includes removing and replacing a portion of Old South Drive over the culvert connection of Bullhead Bayou.  Project will also include grout filling and stabilization of any erosion discovered during road repair. This project will be paid for out of Operating Budget 2023. Preliminary engineering is underway and topographic survey is being obtained.

South Pump Station Headwall Modification and Redundant Closure Devices

Project includes modification of headwall structure for the South Stormwater pump station to allow for the design and installation of back up closure devices. Design will be paid for out of Bond Issue No. 18. Construction will be funded by a future bond issue. Preliminary engineering is underway.

Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. Project will be paid for out of Bond Issue No. 18. Preliminary engineering is underway.

Bond Issue No. 18

Project includes preparation of a bond issue application for $6,600,000.  Engineer submitted draft bond application report for consultant review.

Additional Engineering Items

Engineer presented a quote from Time & Season in the amount of $1,750 to remove a section of fencing on Belin Park that is located at the toe of the levee. Board approved quote and authorized Time & Season to remove the fence. Engineer reported on minor cracking in the grout on the floodwall adjacent to Jones Creek. Engineer will present recommendations on repair at the January 2023 meeting.
