Engineer’s Report

Projects Under Construction

Programming Updates for the Surface Water Treatment Plant

Project includes upgrading the automation and computer components of the plant, including all necessary programming. Contracts are fully executed and pre-construction meeting was held on July 18, 2024.  Contractor and Engineer are processing submittals.

Belt Press Upgrades at Surface Water Treatment Plant

Project includes upgrading the belt press at the surface water treatment plant to allow for consistent operation and reduce the overall run time of the process. Contracts were executed by the Board and Engineer will schedule pre-construction meeting.

Levee Repairs at 1603 Savannah

Project includes removing a large dying tree located at the toe of the existing levee, backfilling and repairing the levee, as necessary, and installation of swing gates to facilitate maintenance.
Project consists of the following scope:

  • Bee Hive Removal & Relocation
  • Tree, Retaining Wall Removal and Levee Reconstruction
  • Gate and Fence Installation

Fence and gate installation is complete.  Project close out pending contractor submittals.

Rehabilitation of Chemical Feed System at Surface Water Plant

Project includes modifications and rehabilitation of the chemical feed system at the surface water plant to increase efficiency and due to components reaching design life. Contractor has completed the project.  Board approved Pay Request No. 3 & Final in the amount of $284,031.00 and accepted the project as complete.

Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. Generator has been delivered and installed on the site.  Contractor still waiting on control center delivery which is expected in September 2024.  Existing diesel generator is still onsite and operational.

South Pump Station Generator

Project includes replacement of existing diesel generator at the South Pump Station. Contractor has completed preliminary site work.  Generator has been delivered to the wastewater treatment plant until ready for installation as Centerpoint is currently upgrading the natural gas service line to accommodate the new generators.

Elevated Storage Tank and Surface Water Plant Recoating

Project includes recoating of elevated storage tank and components of the surface water treatment plant.  Recoating of the elevated storage tank will include the Pecan Grove graphic on both the north and south facing sides. Contractor has started work on the interior of the elevated storage tank and has mobilized at the Surface Water Treatment Plant.  Board approved Pay Request No. 2 in the amount of $83,574.00.

Storm Sewer Outfall Rehabilitation

Project includes repair and/or replacement of many storm sewer outfalls throughout the district based on inspections. Project is on hold due to storm clean up; however, expected to restart in September 2024.

Projects Under Design

South Pump Station Headwall Modification and Redundant Closure Devices

Project includes modification of headwall structure for the South Stormwater pump station to allow for the design and installation of back up closure devices. Design paid for out of Bond Issue No. 18 and construction to be funded by a future bond issue. Project has received approval from City of Richmond and Fort Bend County Drainage District and is with Fort Bend County Engineer for final approval.

North Pump Station Redundant Closure Devices

Project includes design and installation of back up closure devices at the North Pump Station. Design paid for out of Bond Issue No. 18 and construction to be funded by a future bond issue. Project has received approval from City of Richmond and Fort Bend County Drainage District and is with Fort Bend County Engineer for final approval.

Waterline Rehabilitation – Phase Two

Project includes replacement of aging waterline infrastructure within Plantation, Section One with additional location of Mayweather Lane between Plantation Drive and Morton League Road. Project to be paid out of bond funds. Engineer presented proposed schedule for the project, which includes construction commencing in 1st Quarter 2025.

Additional Engineering Items

Feasibility for Development at Brandt Road and Mason Road

Engineer presented the utility service development feasibility study for the tracts of land located west of Mason Road, south of Oyster Creek and north and east of Skinner Road.  A summary of the detailed study is below:

  • Subject Tracts consist of three parcels, shown and defined as:
  • Connection requirements for the purposes of the study are estimated as:
  • The District has sufficient water capacity to serve the full development of the Subject Tracts and service would not significantly impact the District’s surface water conversion requirements.
  • There is an existing 8-inch waterline along Mason Road that can serve the Esteem Tract and the Church Tract. An 8-inch waterline should be extended along Brandt Road to serve Tract A.
  • The District has sufficient wastewater treatment capacity as the plant to serve the full development of the Subject Tracts.
  • There is an existing lift station at the surface water treatment plant that has sufficient capacity to serve the full development of the Subject Tracts.
  • There is an existing 6-inch force main from the lift station that has sufficient capacity to serve the full development of the Subject Tracts; however, where the force main currently ties into the District’s collection system does not have sufficient capacity to serve the full development of the Subject Tracts.
  • Engineer recommends, upon the planned full development of the Subject Tracts, that the existing 6-inch force main is relocated to connect to the wastewater collection system at the northern end of Saddle Ridge Court. The force main relocation would not be necessary until the development of Tract A.
  • Estimated construction costs of the total improvements to serve the Subject Tracts is estimated at $413,675.00
  • Due to the Subject Tracts being located outside the existing levee system, Engineer recommends that service to the tract is not through formal annexation into the District but through out of District agreement.
