Engineer’s Report
Projects Under Construction
Programming Updates for the Surface Water Treatment Plant
Project includes upgrading the automation and computer components of the plant, including all necessary programming. Contractor is substantially complete with close out expected in February 2025.
Contractor submitted Change Order No. 1 to add 30 days to contract time due to delivery delay of materials. Board approved Change Order No. 1 for additional contract days.
Belt Press Upgrades at Surface Water Treatment Plant
Project includes upgrading the belt press at the surface water treatment plant to allow for consistent operation and reduce the overall run time of the process. Notice to proceed was issued on September 9, 2024. Contractor and Engineer are working through submittals. Expected construction schedule is as follows:
- Material Delivery Schedule for January 2025
- Mobilization on site – February 2025.
- Substantial Completion – April 2025.
- Final Completion – May 2025.
Wastewater Treatment Electrical Improvements & Generator Replacement
Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. The Contractor began installation of motor control center. Expected project completion by end of 1st Quarter 2025.
South Pump Station Generator
Project includes replacement of existing diesel generator at the South Pump Station. Project has restarted. The existing diesel generator has been removed and the natural gas generator is on site.
Elevated Storage Tank and Surface Water Plant Recoating
Project includes recoating of elevated storage tank and components of the surface water treatment plant. Recoating of the elevated storage tank will include the Pecan Grove graphic on both the north and south facing sides. Contractor to remobilize in January 2025 to complete pipe coating. Board approved Pay Request No. 5 for $26,370.00.
Storm Sewer Outfall Rehabilitation
Project includes repair and/or replacement of many storm sewer outfalls throughout the District based on inspections. Project on hold pending material delivery. Change Order No. 4 and No. 5 refer to the adjustments in scope to due to utility conflicts.
Board approved Pay Request No. 3 for $174,051.00 as well as Change Order No. 4 & No. 5 for $23,400.00 and $7,000.00, respectively.
Projects Under Design
South Pump Station Headwall Modification and Redundant Closure Devices
Project includes modification of headwall structure for the South Stormwater pump station to allow for the design and installation of back up closure devices. Design Paid for out of Bond Issue No. 18 and construction to be funded by a future bond issue.
Project has received final approval from all agencies (City of Richmond, Fort Bend County Drainage District, and Fort Bend County Engineer).
North Pump Station Redundant Closure Devices
Project includes design and installation of back up closure devices at the North Pump Station. Design Paid for out of Bond Issue No. 18 and construction to be funded by a future bond issue.
Project has received final approval from all agencies (City of Richmond, Fort Bend County Drainage District, and Fort Bend County Engineer).
Waterline Rehabilitation – Phase Two
Project includes replacement of aging waterline infrastructure within Plantation, Section One with additional location of Mayweather Lane between Plantation Drive and Morton League Road.
Engineer received three bids that were opened on November 14, 2024. Engineer recommends award to the low bidder SKE Construction with a bid of $2,236,350.00. The Board authorized the award of the project to SKE Construction.
Water Well No. 1 Plug & Abandon
Project includes abandonment and plugging of water well No. 1 at the Water Plant No. 1. Engineer to complete bid solicitation package and plans. The proposed project schedule is as follows:
- Estimated Notice to Proceed – February 2025.
- Complete Construction – April 2025.
Engineer solicited three bids and recommends to award project to the low bidder, Weisinger Inc. with a bid of approximately $74,000. The Board authorized award of project to C&C Water Well.
Water Well No. 2 Investigation
Project includes investigation of water quality samples of Well No.2. Televising of Well No. 2 was completed on 12/12/2024. The initial results of the well look to be in decent shape with the pump in poor condition. C&C Water Well quoted $54,000 to replace the pump. Engineers recommend the District keep the existing pump since Well No. 2 is a back-up well that is not in use.
Well No. 2 only provides reserve water capacity and the water quality from the well has a higher level of regulated constituents than Water Well No. 5.
The Board approved the Engineer recommendation to keep the existing pump in Well No. 2.
WWTP Belt Press Replacement
Project includes design to update the belt press and corresponding electrical components at the WWTP. Engineer is working on background documentation and proposed the following project schedule:
- Complete Design – 2nd quarter of 2025.
- Bid Opening – September 2025.
- NTP – October 2025.
- Construction Completion – March 2025.
Recoating of Hydropneumatic Tanks (HPTs) at Water Plant No. 1
Project includes recoatings for the interior and exterior of the two (2) hydropneumatics tanks at Water Plant No. 1, including minor rehabilitation and replacement of interior components that may have deteriorated.
Engineer is working on background documentation and proposed the following project schedule:
- Complete Design – February 2025.
- Bid Opening – March 2025.
- NTP – May 2025.
- Construction Completion – July 2025.
Jones Creek Gabion Basket Repair
Project includes repair work to sinkholes and damaged gabion baskets along Jones Creek. The preliminary investigation indicated sink holes were generated by a tear in the filter fabric behind the gabion basket. The repair work includes further excavation to determine the exact location of tear.
Engineer solicited bids with low bidder being Telschow with a bid of $55,000.00. Engineer recommends award to Telschow Construction. estimated repair cost to not exceed $55,000. Board authorized award of contract to Telschow Construction.
Admin Building HVAC Investigation
The District requested an HVAC investigation into the design and installation to get the system to operate more efficiently.
- MEP Engineer performed a site visit on 12/12/24. Based on the site visit the MEP Engineer had the following site assessment:
- Get a manufacturer’s technician on site to review the condenser and determine why the compressors are not starting.
- Look at closing fixing/installing barometric damper on the relief as per the plans.
- Clear out the HW line.
- Looking for an alternate thermostat to allow for more control.
- Odyssey, Si and Time & Season continue to coordinate with MEP on the necessary steps to remedy the HVAC system.
Engineer to present cost for repairs or overhaul needed at January 2025 Board meeting.
County Club Improvements
The Board has approved the solicitation of the following projects that were proposed to the Board at the previous meeting. Engineer is coordinating with a Landscape Architect and MEP Engineer to prepare exhibits and specifications for solicitation.
- Tennis Court Rehabilitation
- Bids were solicited for the rehabilitation of the tennis courts and received on 12/16/24.
- Base bid included resurfacing and striping of courts, purchase of and installation of new windscreens and back boards and refurbishment of the ice machine area.
- Alternate bid items included landscaping and replacement furniture.
- Landscape Architect and Engineer recommended award to Texas Wall and Landscape (TWL) Construction at the Board meeting.
Board authorized the award of the project to TWL Construction.
- Tennis Court Lighting and Electrical Improvements
- The project includes replacing and upgrading lighting, including control panel and wiring.
- Landscape Architect and MEP Engineer is preparing exhibits and specifications to solicit bids for rehabilitation.
- Bids will be solicited and expected to be presented at the January 2025 Board meeting.
Swimming Pool Rehabilitation
The District has authorized the Engineer to advertise bids for the swimming pool rehabilitation project. Project is currently advertising. On-site prebid meeting scheduled for January 8, 2025, at 1:00 p.m. with bids due on January 13, 2025.

Lift Station Generator Installation
Engineer is proceeding with design of the generator installations for lift stations #2, #4 and #9,. Project to include installation of three natural gas generators and not to include any improvements to CenterPoint facilities that be required.
Engineer to present project schedule to the Board at the January Meeting.
