Engineering Updates – November 18, 2025

Swimming Pool Rehabilitation

Project includes rehabilitation of the main pool, demolition of the small pool, and improvement to various items within pool area. Engineer and MUD Attorney are working with the Contractor and bonding company to resolve full project completion. District authorized Engineer to solicit and/or advertise for bids for project.

Waterline Rehabilitation — Phase Two

Project includes replacement of aging waterline infrastructure within Plantation, Section One with additional location of Mayweather Lane between Plantation Drive and Morton League Road. Contractor has completed work along Austin Colony and construction activities will be placed on hold until January 2026. Board approved Pay Request No. 3.

Club Facilities Tennis Court Improvements

The Board has approved the solicitation of the following projects that were proposed to the Board at the previous meeting. Engineer is coordinating with a Landscape Architect for the following project:

  • Tennis Court Rehabilitation
    • Project is considered substantially complete and waiting for contractor to submit close out documents.
  • Tennis Court Lighting and Electrical Improvements
    • Project is considered substantially complete and waiting for contractor to submit close out documents.

Recoating of Hydropneumatic Tanks (HPTs) at Water Plant No. 1

Project includes re-coatings for the interior and exterior of the two (2) hydropneumatic tanks at Water Plant No. 1, including minor rehabilitation and replacement of interior components that may have deteriorated. Contractor is substantially complete with inspection scheduled for end of November.

WWTP Belt Press Replacement

Project includes design to update the belt press and corresponding electrical components at the WWTP. Contracts are with LEM, LLC for execution.

PROJECTS UNDER DESIGN

Lift Station Generator Installation

Project to include installation of three natural gas generators and not to include any improvements to CenterPoint facilities that may be required. The proposed project schedule is as follows:

  • Bid Opening: December 11, 2025.
  • Notice to Proceed: February 2026.
  • Plans are in for agency approval.

Water Distribution and Wastewater Utility Extension along Brandt Road

Project to include installation of a waterline and sanitary sewer line along Brandt Road. The proposed project schedule is as follows:

  • Complete Design Date: December 2025.
  • Bid Opening: February 2026.
  • Notice to Proceed: March 2026
  • Construction Completion July 2026.

Sanitary Sewer and Drainage and Improvements to Serve The Club at Pecan Grove

Project to include rehabilitation of a drainage and sanitary sewer lines within the Club facility. Survey work is complete and Engineer has been authorized to begin design of improvements.

Reclaimed Water System and Conveyance Line

Project to include design and installation of a Phase 1 water effluent reuse system, including discharge piping to connect to the pond at the intersection of FM 359 and Plantation Drive. Reclaimed Effluent Capacity Analysis was presented to the District:

  • Phase One Reclaimed System can generate approximately 400 gpm of reclaimed effluent for irrigation use.
  • Based on historical usage, PGCC average day usage is approximately 125 gpm.
  • WCID3 average day usage is approximately 142 gpm;
  • Therefore, Phase One system is sufficient to serve WCID No.3

Preliminary Estimate to provide effluent line to WCID 3, including contingencies and professional services is approximately $340,000. District authorized Engineer to present information to WCID 3.

South Pump Station Headwall and Redundant Closures.

Project to include design and modification of the concrete headwall at the south pump station and installation of sluice gates on the upstream end of the box culvert connection through the levee to provide secondary closure structures. Electrical engineer is working on updating communication system. Plans are expected to submitted for agency review in February 2026.

Bond Issue No. 19

Engineer is preparing draft application report which will be submitted for consultant review in December 2026.
