ENGINEER’S REPORT

PROJECTS UNDER CONSTRUCTION

Swimming Pool Rehabilitation:

Project includes rehabilitation of the main pool and improvement to various items within pool area.

Contractor poured the concrete for the decking and sidewalk of the pool area on June 5. Contractor submitted a change order for modifications to the layout of the sidewalk and decking and the installation of a new diving board. Completion of the decking is waiting on the delivery of the new diving board. The decking will have a “Cool Deck” surface when work is completed.

Arborist has begun rehabilitation work on trees impacted by construction.

The District understands that the Contractor is behind schedule and is using every effort to expedite completion of the rehabilitation. The District appreciates the public’s patience as we ensure the project is completed correctly and it will be a project the community can be proud to use. Life guards for the operation of the pool have been hired.

Programming Updates for the Surface Water Treatment Plant:

Engineer is coordinating with Operator to compile a list of systems that are compatible, user friendly, and have operational ability with the existing units. Once a list is obtained, Engineer will coordinate a site meeting with the Contractor to ensure new SCADA system is fully operational.

Belt Press Upgrades at Surface Water Treatment Plant:

Project includes upgrading the belt press at the surface water treatment plant to allow for consistent operation and reduce the overall run time of the process. Contractor has installed the belt press and control panel. Contractor has scheduled start up for the first week of June.

Wastewater Treatment Electrical Improvements & Generator Replacement:

Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. Contractor to address minor items noted during the final inspection. Contractor is finalizing arc flash report. Project close out expected soon.

South Pump Station Generator:

Project includes replacement of existing diesel generator at the South Pump Station with a natural gas generator. Engineer has sent letter to the generator manufacturer requesting acceptance of the installed generator.

Elevated Storage Tank and Surface Water Plant Recoating:

The project is completed and accepted by the District.

Storm Sewer Outfall Rehabilitation:

Project includes repair and/or replacement of many storm sewer outfalls throughout the District based on inspections. Contractor is coordinating with private property owners to get access to a manhole to complete the project. Contractor submitted a change order to repair a leak at one outfall and modification to one repair location due to underground utilities.

Waterline Rehabilitation — Phase Two:

Project includes replacement of aging waterline infrastructure within Plantation, Section One with additional location of Mayweather Lane between Plantation Drive and Morton League Road. Contractor submitted change order to remove pollution liability from the contract. Pre-Construction meeting was held with City of Richmond on June 4, 2025. Notice to Proceed will be issued in June 2025. Board approved Change Order No.1 for the contract adjustment.

Water Well No. 2 Replacement:

Project includes maintenance which included installation of a new well pump and column pipe at Water Well No.2. Contractor has completed the replacement.

Water Well No. 1 Plug & Abandon:

Project includes abandonment and plugging of water well No. 1 at the Water Plant No. 1. Contractor has completed plugging of Well No.1 and the well officially abandoned. Board approved Final Pay Request No.1.

Jones Creek Gabion Basket Repair:

Project includes repair work to sinkholes and damaged gabion baskets along Jones Creek. Contractor has completed the gabion basket repair and reinstallation of geotextile fabric.

Club Facilities Tennis Court Improvements:

The Board has approved the solicitation of the following projects that were proposed to the Board at the previous meeting. Engineer is coordinating with a Landscape Architect for the following project:

  • Tennis Court Rehabilitation:
    • Contractor has mobilized and has resurfaced tennis courts 4, 5, and 6 which are complete. They will be open for use as soon as the new tightening cranks are received and installed. Work will follow on courts 1, 2 and 3.
  • Tennis Court Lighting and Electrical Improvements:
    • Contractor has mobilized and began removal of the existing lighting.
    • Contractor request change order for additional cost for NLS light fixture due to increase in prices.

Recoating of Hydropneumatic Tanks (HPTs) at Water Plant No. 1:

Project includes re-coatings for the interior and exterior of the two (2) hydropneumatics tanks at Water Plant No. 1, including minor rehabilitation and replacement of interior components that may have deteriorated. Engineer is waiting for attorney review to execute contract.

Admin Building HVAC Investigation:

Project includes plumbing repairs and HVAC removal and replacement with Polk Mechanical Services and Mercury Control Inc. Polk Mechanical Services has completed faucet installation. Odyssey is coordinating additional faucet repairs with Polk Mechanical Services. Mercury Control has replaced the HVAC system.

Projects Under Design

WWTP Belt Press Replacement:

Project includes design to update the belt press and corresponding electrical components at the WWTP. Engineer is working on final design and plan production with the following project schedule:

  • Complete Design — 2nd quarter of 2025.
  • Bid Opening — September 2025.
  • NTP — October 2025.
  • Construction Completion — March 2026.

Lift Station Generator Installation:

Project to include installation of three natural gas generators and not to include any improvements to CenterPoint facilities that be required. Engineer is coordinating with Operator for review of plans. The proposed project schedule is as follows:

  • Complete Design Date: June 2025.
  • Bid Opening: October 2025.
  • Notice to Proceed: December 2025.

Additional Engineering Items

Surface Water Treatment Plant:

Contractor is scheduled to begin installation of the replacement filter membrane skid after delivery in the first week of June. This is the second membrane skid that has been replaced due to planned life cycle maintenance with the third and final replacement scheduled for 2026.

Out of District Services for The Grove Church:

Grove Church has asked for consideration of a potential PILOT agreement, like the contemplated agreement with Esteem AI Ventures. The Engineer discussed past scenarios with the Board where the District imposed an impact fee of approximately $77,000 to Pecan Grove Baptist Church.
