PROJECTS UNDER CONSTRUCTION

Programming Updates for the Surface Water Treatment Plant

Project includes upgrading the automation and computer components of the plant, including all necessary programming.

Contractors are complete with close-out expected in March 2025.


Belt Press Upgrades at Surface Water Treatment Plant

Project includes upgrading the belt press at the surface water treatment plant to allow for consistent operation and reduce the overall run time of the process.

The Belt press is ready for delivery, but the control panel fabrication has been delayed with an expected delivery schedule for the end of April 2025. The schedule will be updated once the delivery date is finalized.


Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes an update of the control panel and related electrical systems at the wastewater treatment plant, as well as replacement of the existing generator.

The Contractor completed the power transfer to the new control panel and has presented a change order for the modifications to the meter for the motor control center as requested by the Operator.

Board approved Change Order No. 1 for $9,850.00 submitted by Contractor.


South Pump Station Generator

Project includes the replacement of the existing diesel generator at the South Pump Station.

During the generator installation, the Contractor interfered with the high-voltage powerline, which caused an electrical arc between the powerline and the housing of the generator. The Contractor provided additional testing and the manufacturer’s guidance, which indicated no damage to the electrical component housed within.

Engineers have placed the Contractor on notice until the final start-up has been completed. Engineers have relayed the significant concerns for the generator due to the accident.

The Board approved Pay Request No. 6 for $80,867.25 submitted by Contractor.


Elevated Storage Tank and Surface Water Plant Recoating

Project includes recoating of the elevated storage tank and components of the surface water treatment plant. Recoating of the elevated storage tank includes the Pecan Grove graphic on both the north and south-facing sides.

The final inspection of the project occurred on January 30, 2025, at 9:00 am with no deficiencies found. The Engineer is working with the Contractor to close out the project.


Storm Sewer Outfall Rehabilitation

Project includes repair and/or replacement of many storm sewer outfalls throughout the District based on inspections.

Project on hold pending weather.


Swimming Pool Rehabilitation

The District has authorized the Engineer to advertise bids for the swimming pool rehabilitation project.

The bids were received on January 17, 2025, at 11:00 am as follows:

  • Whale Pools, LLC: $291,000.00 and 100 days
  • OSAS Aquatics: $420,548.00 and 60 days
  • Stone Castle Constructors, LLC: $485,470.69 and 90 days

After reviewing the bids and conducting interviews with the two lowest bidders, the project was awarded to OSAS with a bid of $420,548.00 and 60 days. Contracts are being finalized by the Contractor for full execution, including bonds and insurance.


PROJECTS UNDER DESIGN

Waterline Rehabilitation — Phase Two

Project includes the replacement of aging waterline infrastructure within Plantation, Section One, with an additional location of Mayweather Lane between Plantation Drive and Morton League.

The Board authorized the award of the project to SKE Construction. Contracts are currently with the Contractor for execution.


Water Well No. 1 Plug & Abandon

Project includes the abandonment and plugging of water well No. 1 at Water Plant No. 1. The Engineer is to complete the bid solicitation package and plans. The proposed project schedule is as follows:

  • Estimated Notice to Proceed: February 2025
  • Complete Construction: April 2025

The Board authorized the award of the project to Weisinger Inc. Contracts are currently under final review and to be executed by the Board.


WWTP Belt Press Replacement

Project includes the design to update the belt press and corresponding electrical components at the WWTP. The Engineer is working on the final design and plan production with the following project schedule:

  • Complete Design: 2nd quarter of 2025
  • Bid Opening: September 2025
  • NTP: October 2025
  • Construction Completion: March 2026

Recoating of Hydropneumatic Tanks (HPTs) at Water Plant No. 1

Project includes recoatings for the interior and exterior of the two (2) hydropneumatic tanks at Water Plant No. 1, including minor rehabilitation and replacement of interior components that may have deteriorated. The Engineer is working on the solicitation package to bid the project and present it at the March 2025 meeting. The following is the most current project schedule:

  • Complete Design: February 2025
  • Bid Opening: March 2025
  • NTP: May 2025
  • Construction Completion: July 2025

Jones Creek Gabion Basket Repair

Project includes repair work to sinkholes and damaged gabion baskets along Jones Creek. The Board authorized the award of the contract to Telschow Construction. Contracts are under final review and routed for Board signatures.


Admin Building HVAC Investigation

Project includes plumbing repairs and HVAC removal and replacement with Polk Mechanical Services and Mercury Control Inc. Polk Mechanical Services are coordinating the plumbing repairs with the District.


County Club Improvements

The Board has approved the solicitation of the following projects that were proposed to the Board at the previous meeting. The Engineer is coordinating with a Landscape Architect and MEP Engineer to prepare exhibits and specifications for solicitation. Both projects optimistically will be completed in May.

  • Tennis Court Rehabilitation
    • The Board has authorized the award of the project to TWL Construction. Contracts are currently being executed by the Contractor. The project schedule is to be presented at the March 2025 meeting.
  • Tennis Court Lighting and Electrical Improvements
    • The project is to be advertised on February 25, 2025, and March 4, 2025.
    • The Engineer is expected to present recommendations to the Board at the March 2025 meeting.

Lift Station Generator Installation

The Engineer is proceeding with the design of the generator installations for the following lift stations. The project includes the installation of three natural gas generators and does not include any improvements to CenterPoint facilities that are required. The proposed project schedule is as follows:

  • Complete Design Date: 2nd quarter of 2025
  • Bid Opening: October 2025
  • Notice to Proceed: December 2025

ADDITIONAL ENGINEERING ITEMS

Surface Water Treatment Plant

AriaFiltra requested authorization of work with a quote for the membrane filter skid to the Surface Water Treatment Plant. The quote was in the amount of $222,037.71. The Board has approved the quote to AriaFiltra for the Surface Water Treatment Plant.


FEMA Reimbursement for Hurricane Beryl

The District received approval from FEMA for grants related to Hurricane Beryl. The reimbursement from FEMA was in the amount of $152,192.40 and is related to costs associated with the removal of storm debris and other damaged properties within the District.


PILOT Agreement for Esteem AI Ventures for 4.4 Acres on Brandt Road

The Developer has submitted design sketches for the proposed gas station signage for Board approval. The Board authorized approval of the gas station signage.
