Engineer’s Report

Projects Under Construction

Swimming Pool Rehabilitation

Project includes rehabilitation of the main pool, demolition of the small pool, and improvement to various items within pool area.

Due to the delay in the Contractor completing the necessary items required for Fort Bend County inspection, the Engineer reported that the District has given the Contractor 10 calendar days to complete the work or the District will exercise its rights under the terms of the contract.

In the event that the Contractor has not completed work by September 1, 2025, the Board has authorized termination of the contract, per the terms of the contract.

Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. Engineer is coordinating with Contractor to complete project close package.

South Pump Station Generator

Project includes replacement of existing diesel generator at the South Pump Station with a natural gas generator. Engineer is coordinating with Contractor to complete project close out package.

Storm Sewer Outfall Rehabilitation

Project includes repair and/or replacement of many storm sewer outfalls throughout the District based on inspections. Project is complete and Engineer is coordinating with Contractor to complete project close package.

Waterline Rehabilitation — Phase Two

Project includes replacement of aging waterline infrastructure within Plantation, Section One with additional location of Mayweather Lane between Plantation Drive and Morton League Road.

Contractor has mobilized and begun work. Engineer is coordinating with Fort Bend County Road and Bridge for the overlapping projects on Plantation Drive.

Club Facilities Tennis Court Improvements

The Board has approved the solicitation of the following projects that were proposed to the Board at the previous meeting. Engineer is coordinating with a Landscape Architect for the following project:

  • Tennis Court Rehabilitation
    • Contractor has submitted Pay Request No.2 for $45,585.00 for completion of resurfacing courts and drainage improvements.
    • Engineer is coordinating with Contractor to complete project close package.

Board authorized Pay Request No. 2 for $45,585.00

  • Tennis Court Lighting and Electrical Improvements
    • Contractor has submitted Pay Request No. 2 for $85,500.00 and Pay Request No. 3 for $66.325.00 for the completion of the control panel improvements and six light fixture installations.
    • Contractor has received light pole extenders and has begun installation of remaining poles.

Recoating of Hydropneumatic Tanks (HPTs) at Water Plant No. 1

Project includes re-coatings for the interior and exterior of the two (2) hydropneumatics tanks at Water Plant No. 1, including minor rehabilitation and replacement of interior components that may have deteriorated.

Engineer held the preconstruction meeting on August 8, 2025, and the Notice to Proceed was issued on August 22, 2025.

PROJECTS UNDER DESIGN

WWTP Belt Press Replacement

Project includes design to update the belt press and corresponding electrical components at the WWTP. The proposed project schedule is as follows:

  • Complete Design — July 2025.
  • Bid Opening — September 24, 2025.
  • NTP — November 2026.
  • Construction Completion — June 2026.

Engineer is publicly advertising for bids and plans to present bids at September meeting.

Lift Station Generator Installation

Project to include installation of three natural gas generators and not to include any improvements to CenterPoint facilities that may be required. The proposed project schedule is as follows:

  • Complete Design Date: August 2025.
  • Bid Opening: October 2025.
  • Notice to Proceed: December 2025.

Engineer has requested Board permission for advertisement at August meeting.

Board authorized public advertisement for bids with bids to be presented at the October 2025 meeting

Water Distribution and Wastewater Utility Extension along Brandt Road

Project to include installation of a waterline and sanitary sewer line along Brandt Road. The proposed project schedule is as follows:

  • Complete Design Date: December 2025.
  • Bid Opening: February 2026.
  • Notice to Proceed: March 2026
  • Construction Completion July 2026.

Engineer has begun design and plan production for the utility extensions.

ADDITIONAL ENGINEERING ITEMS

Surface Water Systems Matters

The District has been approached by Braes Bayou Generating, LLC to purchase 19,500,00 gallons of Series B Over Conversation Credits.

The Board has authorized the sale at the amount of $3.75 per thousand gallons, for a total of $72,125.00.
