Projects Under Construction
Swimming Pool Rehabilitation
Project includes rehabilitation of the main pool, demolition of the small pool, and improvement to various items within the pool area. Contractor has begun installation of new plaster at the main pool and completed concrete removal of decking. Contractor submitted a change order for the additional concrete decking found onsite. Landscape Architect has coordinated with an Arborist to provide a rehabilitation proposal for the trees impacted from construction.
Programming Updates for the Surface Water Treatment Plant
Project includes upgrading the automation and computer components of the plant, including all necessary programming. Contractors are complete with work, and the project is complete.
Belt Press Upgrades at Surface Water Treatment Plant
Project includes upgrading the belt press at the surface water treatment plant to allow for consistent operation and reduce the overall run time of the process. The Belt press has been delivered, and Contractor has scheduled the start-up for early June. The control panel fabrication is still delayed, with delivery expected for the end of May.
Wastewater Treatment Electrical Improvements & Generator Replacement
Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. Contractor has completed start-up during the first week of April. Engineer is completing close-out documentation with final inspections scheduled for early May.
South Pump Station Generator
Project includes replacement of the existing diesel generator at the South Pump Station. Contractor has completed start-up, and Engineers are currently reviewing reports with the electrical engineer. Engineer has scheduled inspections for early May. Engineer reported that they are working with MUD attorney regarding necessary documentation for the replaced generator. Contractor has submitted a change order for the crane for early delivery of the generator.
Elevated Storage Tank and Surface Water Plant Recoating
Project includes recoating of the elevated storage tank and components of the surface water treatment plant. Recoating of the elevated storage tank to include the Pecan Grove graphic on both the north and south-facing sides. Contractor has submitted the final pay request with quality adjustments to close out the contract. Project is complete.
Storm Sewer Outfall Rehabilitation
Project includes repair and/or replacement of many storm sewer outfalls throughout the District based on inspections. Contractor is coordinating with private property owners to get access to a manhole. Contractor has found a leak at one outfall and is coordinating with Engineer for repair options.
Waterline Rehabilitation — Phase Two
Project includes replacement of aging waterline infrastructure within Plantation, Section One, with additional location of Mayweather Lane between Plantation Drive and Morton League Road. The Board authorized the award of the project to SKE Construction. Contracts are currently with Contractor for execution.
Water Well No. 1 Plug & Abandon
Project includes abandonment and plugging of water well No. 1 at Water Plant No. 1. Contractor has mobilized and is working onsite.
Jones Creek Gabion Basket Repair
Project includes repair work to sinkholes and damaged gabion baskets along Jones Creek. Engineer has held a pre-construction meeting, and Contractor plans to mobilize early May.
Club Facilities Tennis Court Improvements
The Board has approved the solicitation of the following projects that were proposed to the Board at the previous meeting. Engineer is coordinating with a Landscape Architect for the following project:

Tennis Court Rehabilitation:

Contractor submitted a change order for additional pickleball courts and removal of the ice bar. Board approved Change Order No. 1.

Tennis Court Lighting and Electrical Improvements:

Contractor submitted an alternate light fixture to Architect for review.

Architect recommends that the Board keep the original light fixture specified by NLS for the pickleball and tennis court.

Board authorized the use of the original NLS specified light fixture product.
Recoating of Hydropneumatic Tanks (HPTs) at Water Plant No. 1
Project includes re-coatings for the interior and exterior of the two (2) hydropneumatics tanks at Water Plant No. 1, including minor rehabilitation and replacement of interior components that may have deteriorated. Engineer is awaiting Contractor to execute the contract.
Projects Under Design
WWTP Belt Press Replacement
Project includes design to update the belt press and corresponding electrical components at the WWTP. Engineer is working on final design and plan production with the following project schedule:

Admin Building HVAC Investigation
Project includes plumbing repairs and HVAC removal and replacement with Polk Mechanical Services and Mercury Control Inc. Polk Mechanical Services is awaiting delivery of faucets. Mercury Control has ordered the replacement HVAC system with delivery scheduled for early May.
Lift Station Generator Installation
Project includes installation of three natural gas generators and does not include any improvements to CenterPoint facilities that may be required. The proposed project schedule is as follows:

Additional Engineering Items
Surface Water Treatment Plant
Aria Filtration and Pall membrane skid delivery to Surface Water Treatment Plant scheduled for June 2025.
TCEQ Applications and Notice Letters
The second notice for the Wastewater Treatment Plant was published on March 19, 2025. The 30-day comment period ended on April 19, 2025. After the application is posted to the Executive Director’s Agenda for signature, the final permit is anticipated within 6 weeks.
Out of District Services for The Grove Church
Grove Church has asked for consideration of a potential PILOT agreement, similar to the contemplated agreement with Esteem AI Ventures.
PILOT Agreement for Esteem AI Ventures for 4.4 Acres on Brandt Road
Engineer has sent comments to Developer for Mason Crossing Phase 1. Engineer has presented a proposal for District utilities to be extended to serve the proposed development. Board discussed and determined that the public waterline and sanitary sewer extension to serve the Brandt Road tract would be constructed by the District. Engineer will prepare a detailed construction cost estimate and present it at the May 2025 meeting.
EPA PFAS Requirements
U.S. EPA has announced the final National Primary Drinking Regulation for six perfluoroalkyl and polyfluoroalkyl substances (PFAS), which include goals for maximum contaminant levels for non-transient noncommunity public water systems (PWS). The District is required to take additional samples at all water plants. Si Environmental will initiate testing in compliance with EPA requirements.
FBCDD Jones Creek Stream Stabilization
Engineer was contacted by Fort Bend County Drainage District (FBCDD) about a future project for Jones Creek. The project consists of installing an 18-inch rip rap to reduce erosion and the deterioration of the stream banks. FBCDD requests support from PGMUD for the potential project to move forward with requesting funding from the Commissioners Court. The Board has given initial support for the project based on future discussions to be had about project access and future maintenance responsibility.
