Projects Under Construction
Swimming Pool Rehabilitation – COMPLETE!
Project included rehabilitation of the main pool, demolition of the small pool, and improvements to various items within the pool area. Completed by Premium Pool Solutions.
Change Order No. 3 was approved to address additional damages discovered during construction, including a covered drain line, electrical conduit, and fill line for the small pool. The Board approved Pay Request No. 3 & Final. The Engineer submitted a Certificate of Completion to the MUD attorney, and the Board accepted the project as complete.
Waterline Rehabilitation – Phase Two – COMPLETE
Project included replacement of aging waterline infrastructure within Plantation, Section One, with additional work along Mayweather Lane between Plantation Drive and Morton League Road. SKE Construction, LLC. All closeout documentation has been submitted. The Engineer provided a Certificate of Completion to the MUD attorney.
Engineer and Operator discussed sidewalk and landscaping damages that the District incurred. Engineer recommended to consider these as part of the one-year maintenance and will address with Contractor at the end of this period. The Board approved Pay Request No. 7 & Final and accepted the project as complete.
Club Facilities – Tennis Court Electrical & Lighting Improvements
Project included electrical and lighting improvements to serve the tennis courts at Club facilities. McDonald Municipal & Industrial, contractor.
Contractor and Buckson Landscape Architecture have been working with Time & Season to address the water intrusion at the light fixtures as well as working to replace the light drivers. Currently all lights are operational.
WWTP Belt Press Replacement
Project includes replacement of the belt press and corresponding electrical components at the Wastewater Treatment Plant.
Notice to Proceed issued March 23, 2026.
Contract duration: 400 calendar days.
Contractor-submitted project schedule:
- Mobilization: November 2026
- Demo existing belt press: December 2026
- Install new press and controls: January 2027
- Start-up and testing: February 2027
Electrical Improvements at District Lift Stations
Project includes electrical improvements at District lift stations. Pre-construction meeting was held on April 8, 2026. Notice to Proceed is expected to be issued the first week of May 2026.
Projects Under Design
Water Distribution and Wastewater Utility Extension along Brandt Road
Project includes installation of a waterline and sanitary sewer line along Brandt Road. Funding: Operating Funds. Plans have been approved by all agencies. Advertising remains contingent on execution of the PILOT agreement with Esteem AI Ventures. The Engineer will request authorization to advertise upon execution.
Sanitary Sewer and Drainage Improvements to Serve The Club at Pecan Grove
Project includes rehabilitation of drainage and sanitary sewer lines within the Club facility. Funding: Bond Issue No. 19.

Engineer is working on final construction plans and expects to request authorization to advertise at the May 2026 Board meeting.
Reclaimed Water System and Conveyance Line
Project includes design and installation of a Phase 1 water effluent reuse system, including discharge piping to connect to the pond at the intersection of FM 359 and Plantation Drive. Funding: Bond Issue No. 19.

Electrical engineer is finalizing plan updates prior to obtaining plan signatures.
The Board authorized the Engineer to advertise the project for construction.
South Pump Station Headwall Improvements and Redundant Gate Closures
Project includes modification of the concrete headwall at the south pump station and installation of sluice gates on the upstream end of the box culvert connection through the levee. Funding: Bond Issue No. 19.
- Plans have been approved by all agencies.
- Bids will be opened June 11, 2026 and presented to the Board at the June 2026 meeting.
Bond Issue No. 19
The bond issue application has been submitted to the TCEQ and has been confirmed as Administratively Complete.
Other Engineering Items
Surface Water Treatment Plant – Filter Module Replacement
EI2 has prepared a proposal for replacement of the filter module at the surface water treatment plant. The Board approved the EI2 proposal.
Jones Creek Levee Wall Monitoring
Odyssey continues to monitor the levee wall adjacent to Jones Creek. Geotechnical investigation reports minor settlement and shifting. Odyssey is coordinating with a coatings inspector to review grout connections between wall panels.
Sale of Over-Conversion Credits (OCC) – Fort Bend County MUD 239
Fort Bend County MUD 239 approached the District about the purchase of 18 million gallons (MG) of surface water over-conversion credits for the 2026 permit year — 9 MG of Type A credits and 9 MG of Type B credits.
The District’s current OCC account balance:
- Series A: 3,644 MG
- Series B: 155.5 MG (subject to 20-year expiration from date granted)
- Total: 3,655.5 MG
In 2025, the District sold 19.5 MG of Type B credits at $3,750.00/MG. The Board authorized the sale of OCC credits to FB MUD 239.
