Engineering Matters

Water system including surface water matters:

District has received the quote for the replacement of the third membrane skid at the surface water treatment plant. Purchase price is $223,583.37.

Board Action – Approve Agreement subject to attorney review.

Drainage and levee systems

Includes maintenance, repair, and improvements, including storm water pump stations.

Routine inspections have discovered minor sink holes around the Pecan Lakes Pump Station. Odyssey is working to determine best corrective course of action.

Engineering Design Projects

Water Distribution and Wastewater Utility Extension along Brandt Road

Engineer will request authorization to advertise pending execution of PILOT agreement.

Sanitary Sewer and Drainage and Improvements to Serve The Club at Pecan Grove

Engineer is updating estimated construction cost for discussion at the February meeting.

Reclaimed Water System and Conveyance Line Project Schedule

Engineer is working on the minor plan updates prior to resubmittal to agencies for approval.

South Pump Station Headwall Improvements and Redundant Gate Closures

Electrical Engineer is updating plans to allow communication to interface with system at surface water treatment plant. Scheduled to submit updated plans to agencies in February 2026.

Pool Rehabilitation at Club Facilities

  • Project Updates: Odyssey has solicited three bids for the pool rehabilitation.

Waterline Rehabilitation – Phase Two (Plantation Drive)

  • Contractor: SKE Construction, LLC.
  • Substantial Contract Days: 120 days
  • Time Extensions: 0 days

  • Project Updates: Contractor has remobilized and resumed construction activities.

Electrical and Lighting Improvements to serve Tennis Courts at Club Facilities

  • Contractor: McDonald Municipal & Industrial
  • Project Updates: Project is complete with close out pending contractor submittals.

WWTP Belt Press Replacement

Pre-construction meeting will be held in early February 2026 with Notice to Proceed expected to be issued shortly thereafter.

Electrical Improvements at District Lift Stations

Project was awarded to Ready Power, LLC at December 2025 meeting. Contracts are with contractor for execution.

Report on General Engineering Matters

Including deeds, easements, requests for service, utility commitment letters, permits, storm water management plan and regulatory issues;

Country Club Matters – Nothing to report at this time.

Update on Bond Application Report No. 19

  • Engineer is finalizing bond issue based on comments from consultants.
  • Bond issue will be ready to submit in February 2026.

TPDES Small Municipal Separate Storm Sewer System (MS4) General Permit TXR040225

Updated MS4 was submitted to the TCEQ in December 2025.

Request for Sale of Over-Conversion Credits

PILOT Agreement for Esteem AI Ventures for 4.4 Acres on Brant Road

Esteem AI Ventures has provided comments on the PILOT agreement for Board discussion and consideration.

Board Action: Discuss and Amend PILOT Agreement as appropriate.

Out of District Services for The Grove Church

Nothing to report at this time.

Discuss America’s Water Infrastructure Act of 2018 and Approve Risk and Resilience assessment and filing certification of same with the Environmental Protection Agency.

Every five (5) years, the District is required to review the information prepared and submitted to the EPA regarding the District’s risk and resiliency assessment.

Board Action: Authorize preparation of updated R&R assessment.
