ENGINEER’S REPORT

Projects Under Construction

Swimming Pool Rehabilitation

Project includes rehabilitation of the main pool, demolition of the small pool, and improvement to various items within pool area. Contractor has completed a majority of work on site and has few outstanding to complete before the final inspection is scheduled.

Board has approved Change Order No. 3, Change Order No.4 and Change Order No. 5 which includes the auto chlorination system, additional spray deck for the steps of the gym building, and additional material needed on site.

The District understands that the Contractor is behind schedule and is using every effort to expedite completion of the rehabilitation. The District appreciates the public’s patience as we ensure the project is completed correctly and it will be a project the community can be proud to use.

Programming Updates for the Surface Water Treatment Plant

Contractor has completed the repairs to the SCADA system and is working with the Engineer on project close out.

Belt Press Upgrades at Surface Water Treatment Plant

Project includes upgrading the belt press at the surface water treatment plant to allow for consistent operation and reduce the overall run time of the process. Engineer has completed the final inspection, and the belt press is fully operational.

Wastewater Treatment Electrical Improvements & Generator Replacement

Project includes update of the control panel and related electrical system at the wastewater treatment plant as well as replacement of the existing generator. Engineer is reviewing as-built drawings and begin project close process.

South Pump Station Generator

Project includes replacement of existing diesel generator at the South Pump Station with a natural gas generator. Engineer has received letter from generator manufacturer requesting written acceptance of the installed generator. Engineer is coordinating with Contractor to begin project close out.

Storm Sewer Outfall Rehabilitation

Project includes repair and/or replacement of many storm sewer outfalls throughout the District based on inspections. Contractor has begun work for slope paving and cementitious recoating for final outfalls. Contractor anticipated project completion for the end of August.

Waterline Rehabilitation — Phase Two

Project includes replacement of aging waterline infrastructure within Plantation, Section One with additional location of Mayweather Lane between Plantation Drive and Morton League Road. Engineer has issued the Notice to Proceed and Contractor plans to mobilize the first week of August.

Club Facilities Tennis Court Improvements

The Board has approved the solicitation of the following projects that were proposed to the Board at the previous meeting. Engineer is coordinating with a Landscape Architect for the following project:

  • Tennis Court Rehabilitation
    • Contractor has completed resurfacing courts 4, 5, 6 which included additional pickleball courts.
    • Contractor has requested Change Order No.1 for $5,000.00 for additional painting of poles.
  • Tennis Court Lighting and Electrical Improvements
    • Contractor has begun electrical improvements and installation of light poles.

Recoating of Hydropneumatic Tanks (HPTs) at Water Plant No. 1

Project includes re-coatings for the interior and exterior of the two (2) hydropneumatics tanks at Water Plant No. 1, including minor rehabilitation and replacement of interior components that may have deteriorated. Engineer has scheduled the preconstruction meeting with the Contractor and plans to issue the NTP for late August.

PROJECTS UNDER DESIGN

WWTP Belt Press Replacement

Project includes design to update the belt press and corresponding electrical components at the WWTP. The proposed project schedule is as follows:

  • Complete Design — July 2025.
  • Bid Opening — September 24, 2025.
  • NTP — October 2026.
  • Construction Completion — March 2026.

Engineer is finalizing plans and will request Board permission for advertisement at August meeting.

Lift Station Generator Installation

Project to include installation of three natural gas generators and not to include any improvements to CenterPoint facilities that be required. The proposed project schedule is as follows:

  • Complete Design Date: August 2025.
  • Bid Opening: October 2025.
  • Notice to Proceed: December 2025.

Engineer is finalizing plans and will request Board permission for advertisement at August meeting.

Water Distribution and Wastewater Utility Extension along Brandt Road

Project to include installation of a waterline and sanitary sewer line along Brandt Road. The proposed project schedule is as follows:

  • Complete Design Date: December 2025.
  • Bid Opening: February 2026.
  • Notice to Proceed: March 2026.
  • Construction Completion July 2026.

Engineer has begun design and plan production for the utility extensions.

ADDITIONAL ENGINEERING ITEMS

TPDES Applications and Permits

Engineer has received the renewal letter from TCEQ to discharge waste from the Wastewater Treatment Plant. The new permit will expire on June 6, 2028.

Capacity Commitments

Westward Environmental, Inc. contacted Engineer to propose developing an AutoZone along the vacant tract located on FM 359. Engineer is awaiting additional square footage information before accessing the capacity request.
